How the Philippine Government Is Organized

The Philippine Information Agency (PIA) aims to "disseminate information about government programs, projects, and services to the Filipino public, with the final goal of seeing the quality of their lives improved and empowered to participate in the country’s democratic processes." To inform the public on how the Philippine government is organized, PIA developed an infographic to explain how the three branches of government function.


THE BUDGET CYCLE

There are 4 phases throughout the process of developing the National Budget: preparation, legislation, execution, and accountability. This document is from the Department of Budget and Management. It summarizes the activities that take place within each phase and provides an overall understanding of the continuous budget cycle.


Handbook on the Participation of Civil Society Organizations in the Local Budget Process

This handbook was developed through the implementation of the "Support to the Local Government Units for more Effective and Accountable Public Finance Management" project (LGU PFM 2 Project). This project was funded by the European Union and implemented by various government agencies. The handbook is available in the following languages: English, Tagalog, Bikolano, Cebuano, Hiligaynon, Ilokano, and Waray.


Open Budget Survey

The International Budget Partnership (IBP) "collaborates with civil society around the world to use budget analysis and advocacy as a tool to improve effective governance and reduce poverty." IBP administers the Open Budget Survey (OBS) in over 100 countries to assess how well governments are managing public finances. Specifically, the OBS evaluates budget transparency, participation, and oversight.

Public Financial Management

According to the Department of Budget and Management (DBM), Public Financial Management (PFM) refers to "a system of rules, procedures and practices for government to manage public finances. It encompasses: Budgeting, Accounting, Auditing; Cash Management, Management of Public Debt, Revenue Generation, and Public Reporting on Public Sector Financial Operations." With assistance from the European Union, DBM published a handbook titled, Public Financial Management Assessment Tool for Local Government Units (PFMAT for LGUs).

ASSISTANCE TO DISADVANTAGED MUNICIPALITIES

The purpose of the ADM program is to provide a "catch-up mechanism" to municipal governments. Projects funded by this program aim to increase citizens' access to basic facilities and promotes CSO participation in local governance.

Click Here to view a list of municipalities and projects who have received funding from this program. For FY 2017, 547 municipalities were granted a total of  Php 8,158,395,466 to fund 1,886 sub-projects.

According to Joint Memorandum Circular No. 2017-3 dated May 23, 2017 by DILG and DBM, "The release of funds under the ADM program shall be subject to the compliance by the municipalities concerned with the following conditions: DILG Seal of Good Financial Housekeeping (GFH) and the assessment of their Public Financial Management (PFM) systems and adoption of the corresponding improvement measures."

OpenSTAT portal

The Philippine Statistics Authority (PSA) is the government agency responsible for national censuses and surveys. OpenSTAT, PSA's open data portal, was developed to make the information PSA collects available to the public.


Full Disclosure Policy Portal (FDPP)

This portal was developed by Department of the Interior and Local Government to support the implementation of the Full Disclosure Policy (FDP). It provides access to the financial documents of various local government units and other related reports required to be disclosed under the FDP.


Open Data Philippines

Various initiatives have been implemented in order to promote open data. For example, DBM's transparency seal, the FDPP, and OpenSTAT demonstrate the government's support for open data. Open Data Philippines aims to consolidate existing open data initiatives across various national government agencies under one brand.


Freedom of Information (FOI)

In 2016, Executive Order No. 2 was signed to support the people's constitutional right to information.  The Presidential Communications Operations Office (PCOO) is responsible for overseeing the implementation of the FOI program. As a result, the eFOI online portal was established to give Filipino citizens an opportunity to submit inquiries to select government agencies for free.

Seal of Good Local Governance (SGLG) Infographic (TAGALOG)

This infographic was developed in partnership between the Department of the Interior and Local Government, the Union of Local Authorities of the Philippines (ULAP), and the United Nations RePubliKo campaign. Local Governance Performance Management System (LGPMS)

The LGPMS was developed to support the Seal of Good Local Governance (SGLG) program. This portal publishes Governance Assessment Reports for local government units so that the public can review their performance against standards set forth by the SGLG.

People's Survival Fund

The People's Survival Fund (PSF) is an allocation of the national budget to support climate change adaptation projects. Local government units and accredited local/community organizations are eligible to apply.
