Open Government Partnership (OGP)

What is OGP?

In 2011, the OGP was established as a worldwide effort to encourage government and non-government stakeholders to promote transparency and citizen empowerment. In addition, the OGP advocates anti-corruption efforts and the use of technology to strengthen governance.

OGP is an international platform where member governments commit to implement national programs that:

  • Fosters transparency and accountability in governance;
  • Promotes citizens participation in public decision making; and
  • Leverages information and communications technology for citizen participation 

Which countries are involved?

The Philippines is one of the 8 founding countries of the OGP along with the following: Brazil, Indonesia, Mexico, Norway, South Africa, the United Kingdom and the United States. As of 2017, there are a total of 75 participating countries.


 
 

OGP in the Philippines

National Action Plans

As of 2017, the Philippine government has published 4 OGP National Action Plans (NAP). The first NAP was established in 2012 with 20 open government initiatives. In 2013, the second NAP was released with 9 commitments and in 2015, the third NAP included 12 commitments. The 4th NAP from 2017 contains 12 commitments, 5 of which have been continued from the previous NAP and 7 new commitments. Click the links below to access the Philippines' NAPs.

PH-OGP Steering Committee

The OGP Steering Committee of the Philippines sets the direction of OGP efforts for the country. It consists of representatives from government and non-government organizations such as the following:

  • Department of Budget and Management
  • Department of Social Welfare and Development
  • Department of the Interior and Local Government
  • Office of the Cabinet Secretary
  • National Economic and Development Authority
  • House of Representatives
  • Senate
  • Private sector
  • Academe
  • Civil society organizations

The OGP Steering Committee is comprised 50% by government and 50% non-government representatives. DLSU-JRIG sits on this committee as a representative of academe.


 
 

Making All Voices Count (MAVC)

The Program

Making All Voices Count is "a global initiative that supports innovation, scaling-up, and research to deepen existing innovations and help harness new technologies to enable citizen engagement and government responsiveness."

Universities and Knowledge Partnerships for Open Government

In 2016, DLSU-JRIG was awarded a grant under the MAVC program to implement the Universities and Knowledge Partnerships for Open Government project. Its purpose is to capacitate local universities so that they are able to serve as effective infomediaries on the use of open government data. Accomplishing this would allow universities to improve their civil society engagement and promote social accountability.

Our Change Goal

Universities will operate as regional knowledge hubs that influence stakeholders to promote evidence-based OGP reforms at both the local and national level.
